The eyeball is cushioned in fat and supported by the bone of the eye socket or orbit. The fat can break through the orbital septum and appear beneath the skin. This causes the baggy appearance corrected with a blepharoplasty. 
In the lower eyelid the fat can be thought of as a sandwich with the one (inner) side covered with conjunctiva and capsulopalpebral fascia and the other (outer) side covered with orbital septum, muscle and skin.
